City of Bandera secures partial funding for wastewater system project

Bandera City Council members last week approved the execution of principal forgiveness and interest forgiveness agreements with the Texas Water Development Board (TWDB). The funds, $1,400,000 and $3,000,000, respectively, are part of the Clean Water State Revolving Fund (CWSRF) and will help finance the new wastewater treatment facility.
The estimated total cost for the project is $15.5 million, according to City Administrator Stan Farmer. The city will close on the CWSRF funds Jan. 10, and the money will be placed into escrow. According to the TWDB, the city could save approximately $2.2 million over the life of the loan.
The Texas Commission on Environmental Quality has instructed the city to relocate the existing treatment facility away from the Federal Emergency Management Agency regulatory floodway. Farmer said the city is still in the process of planning, design and land acquisition, and no further developments have been made regarding the city’s resolution authorizing eminent domain.
