City Council nominates member for Central Appraisal District Board of Directors, CAD chief appraiser resigns

Bandera City Council members approved a nomination for the Bandera Central Appraisal District Board of Directors. Each taxing entity has an assigned number of votes, divided from a cumulative total of 5,000.
“I would like to see the city throw its votes behind Ernie [DeWinne]. The city has 58 votes. We don’t have a huge impact, it does not make sense to divide the votes,” Council Member Rebeca Gibson said.
Already a board member, DeWinne is also a director on the Bandera County River Authority and Groundwater District. Initially hesitant to nominate anyone who is a board member on a taxing entity, Council Member Darcy Hasty said she knew it was legal, but did not believe it was ethical.
“It is not rule of law that board members on taxing entities not be on the CAD board,” Gibson said. “Whether it is unethical is subjective.”
With all five board seats available, the CAD is in more than one state of transition. Chief Appraiser Shawn Davis has submitted his resignation, effective Dec. 16. The board is accepting applications now for his replacement. Their next regular meeting is set for Friday, Dec. 10, at 9:30 a.m.
In other business, council members are expected to consider and approve the completed comprehensive master plan and zoning ordinance. No public comment was heard during the last public hearing, though Simplecity leader Matt Lewis said the community had been fully engaged throughout the interactive process.
“The plan is a vision for Bandera going forward,” Lewis said. “Keep Bandera Bandera, and protect its authenticity. The things we heard here is “we don’t like change, cowboys and cowgirls are here and that’s critical, and maintaining a rural lifestyle.’”
In celebration of the adoption, a Comp Plan Party will be held at Shotgun’s, 711 Main Street, at 7:30 p.m., following tonight’s meeting, which begins at 6 p.m.
