City Council appoints new marshal

Following an hours-long executive session, Bandera City Council members on Tuesday approved the appointment of Nancy De Foster as the new city marshal.
The motion, made by Council Member Jeff Flowers, carried four to one, with Council Member Lynn Palmer opposed.
Council also approved four to one the restructure of Earl Heidelberg’s job description, appointing him assistant city marshal. Heidelberg, who has worked for the Marshal’s Office for 10 years, currently serves as code enforcement officer and interim city marshal. Palmer stood opposed.
Twelve applicants submitted their resumés, and were ranked by a rubric system determined by a council-appointed committee that included Flowers, Council Member Jerry Russe, County Attorney Janna Lindig, former interim marshal Rusty Pancoast and Cindy Coffey. The top candidates were interviewed two times, once by the committee and once by council.
De Foster, a veteran law enforcement officer, retired from a long career with the Honolulu Police Department before relocating to Bandera with her husband. Her official start date will be determined by council.
